Council Code of Conduct Matters

What is a Code of Conduct? 

A code of conduct is a written document that sets shared expectations for conduct and behaviour. A local government council or board can adopt a code of conduct to establish shared expectations for how members should conduct themselves while carrying out their responsibilities and in their work as a collective decision-making body.

Responsible conduct of elected officials is not optional; it is essential to good governance. Responsible conduct refers to how government elected officials conduct themselves with their elected colleagues, with staff, and with the public. It is grounded in conducting oneself according to principles such as integrity, accountability, respect, as well as leadership and collaboration.

A code of conduct is one tool that can be used by a local government council or board to promote or further responsible conduct.

City of Prince George Council Code of Conduct

On December 18, 2023, Council adopted the Code of Conduct Bylaw (No 9439, 2023).  

The Code of Conduct Bylaw is grounded in five core principles: integrity, accountability, leadership, respect, openness, and collaboration - helping to ensure Council Members act ethically, work together effectively, and maintain public trust. 

The Code of Conduct Bylaw sets out complaint and resolution procedures and includes several remedies that may be imposed by Council for a violation of the Bylaw. The Code of Conduct Bylaw also includes circumstances where an independent third-party solicitor or neutral and independent investigator may be appointed, to help ensure neutrality when processing complaints.

Complaints about Council Member conduct follow a clear, step-by-step process that encourages early, informal resolution where possible. If needed, a formal written complaint can be submitted and is reviewed to ensure it meets the bylaw requirements. 

More serious or unresolved matters may be investigated by a neutral and independent investigator, who provides findings and recommendations. Council then decides on any appropriate actions. Under the bylaw, Council can direct that outcomes of the investigations be shared publicly (while respecting privacy laws), helping to ensure transparency, accountability, and public trust.
